U.S. Court of Appeals Denies Request to Rehear HFC Case
This February, the U.S. Court of Appeals for the District of Columbia Circuit denied petitions for a rehearing of a controversial ruling the court delivered in August 2017 that barred the U.S. Environmental Protection Agency (EPA) from prohibiting HFCs as replacements for ozone-depleting refrigerants by incumbent users.

Congress Extends Geothermal Heat Pump Tax Credit
Last month, Congress approved federal legislation that included the extension of federal tax credits for residential and commercial GHP installations. The reinstated GHP tax credits are retroactive to Jan. 1, 2017, and extended to Jan. 1, 2022. The language also changes an important consideration for commercial GHP projects, making them eligible if commenced by Jan. 1, 2022, rather than placed in service.

2019 Proposed U.S. Budget Includes Cuts At EPA
Under the new proposed U.S. budget for 2019 the Trump administration would cut almost a quarter of the EPA’s current budget. “The U.S. Environmental Protection Agency’s FY 2018–FY 2022 Strategic Plan emphasizes the Agency’s “Back-to-Basics” agenda. The agenda set out in this plan has three over-arching goals which reflect the Administrator’s core philosophies: (1) refocus the agency back to its core mission; (2) restore power to the states through cooperative federalism; and (3) lead the agency through improved processes and adhere to the rule of law,” notes the EPA website.

Con Edison Offering More Incentives for HVAC Programs
This year, Con Edison is providing more incentives for commercial and industrial customers that make HVAC upgrades. The Equipment Rebate program offers cash for the installation of standard energy-efficient equipment, including: HVAC, furnace, boiler and chillers, lighting and lighting controls, refrigeration and non-lighting custom.
